Below is a list of all actions available in Vox Imperium and what units may take them.
| Build Barn | Begins the construction of the lowest Stables structure, the Barn. This building trains Horsemen. Available to: Workers. |
| Build Camp | Begins the construction of the lowest Camp structure, the Camp. This building trains Spearmen. Available to: Workers. |
| Build Dock | Begins the construction of the lowest Shipyard structure, the Dock. This building trains Bombard Floats and Triremes. Available to: Workers. |
| Build Farmstead | Begins the construction of the lowest Farm structure, the Farmstead. This building produces small amounts of slightly improved Food resources on its home tile. Available to: Workers. |
| Build Forge | Begins the construction of the lowest Armory structure, the Forge. This building trains Bombards. Available to: Workers. |
| Build Hideout | Begins the construction of the initial Guild structure, the Hideout. This building trains Bandits, and comes into play disguised as an Outpost. Available to: Workers. |
| Build Logging Camp | Begins the construction of the lowest Lumbermill structure, the Logging Camp. This building produces small amounts of slightly improved Wood resources on its home tile. Available to: Workers. |
| Build Mining Pit | Begins the construction of the lowest Mine structure, the Mining Pit. This building produces small amounts of slightly improved Metal resources on its home tile. Available to: Workers. |
| Build Outpost | Begins the construction of the lowest City structure, the Outpost. This building produces small amounts of basic resources on its home tile and awards the owner one point. Produces Workers. Available to: Workers. |
| Build Road | Constructs a Road on the Worker’s tile and links it with any neighboring roads. Roads reduce the movement costs of all units that travel along it. Available to: Workers. |
| Build Stockade | Begins the construction of the lowest Fortification structure, the Stockade. This building attacks all foreign units within its radius. Available to: Workers. |
| Upgrade to Agency | Begins constructing an Agency, the highest class of Guild buildings. Produces Bandits, Partisans, and Spies. Available to: Guild. |
| Upgrade to Armory | Begins constructing an Armory, the highest class of Armory buildings. Produces Bombards, Light Mortars, and Cannons. Available to: Castworks. |
| Upgrade to Castworks | Begins constructing a Castworks, the middle level of Armory buildings. Produces Bombards and Light Mortars. Available to: Forge. |
| Upgrade to City | Begins constructing a City, the highest class of City buildings. Awards the owner 10 points. Produces Workers, Spearmen. Available to: Town. |
| Upgrade to Colliery | Begins constructing a Colliery, the highest class of Mine buildings. Greatly improves the home tile while moderately improving surrounding tiles. Available to: Quarry. |
| Upgrade to Command | Begins constructing a Command, the middle level of Camp buildings. Produces Spearmen, Pikemen. Available to: Camp. |
| Upgrade to Farm | Begins constructing a Farm, the middle level of Farm buildings. Moderately improves the home tile while slightly improving surrounding tiles. Available to: Farmstead. |
| Upgrade to Fort | Begins constructing a Fort, the middle level of Fortification buildings. Has a greater attack radius and power. Available to: Stockade. |
| Upgrade to Fortress | Begins constructing a Fortress, the highest level of Fortification buildings. Has the greatest attack radius and power. Available to: Fort. |

| Upgrade to Large Stables | Begins constructing a Large Stables, the highest class of Stables buildings. Produces Horsemen, Light Calvary, Heavy Calvary. Available to: Stables. |

| Build Partisan | Trains a Partisan, a specialist unit that sabotages the enemy in various ways. Available to: Guild, Agency. |
| Build Pikemen | Trains Pikemen, the mid level defensive unit. Available to: Command, Military Base. |
| Build Spearmen | Trains Spearmen, the lowest level defensive unit. Available to: Camp, Command, Military Base, Settlement, Town, City. |
| Build Spy | Trains a Spy, a specialist unit that deals in high end information warfare. Available to: Agency. |
| Build Triremes | Trains Triremes, the lowest level seafaring unit. Available to: Dock, Shipyard, Naval Base. |
| Build Worker | Trains Workers, a basic unit with a wide variety of resource gathering and construction uses. Available to: Outpost, Settlement, Town, City. |
| Delay Construction | Attempts to add time onto an enemy's construction. A successful attempt will increase how many pulses the construction has left and how expensive the next attempt will be. A potentially infinite number of Delays can be stacked on a single construction. Available to: Partisans. |
| Disguise | Disguises a building or unit as another object in its class. Ships can be disguised as other ships, buildings as other buildings. The disguise remains in place until discovered with the Investigate command or the building is attacked. Available to: Bandits. |
| Espionage | Outputs the current resource levels of an enemy. May only be attempted on an enemy Town or City. Available to: Spies. |
| Hide Unit | Hides a unit or building from the map. This will remain until the Unit moves, it comes under an enemy Investigation, or something attempts to move through the square. Available to: Spies. |
| Investigate | Searches for anything unusual within the Spy's effective radius. This command carries gives a bonus to the unit in any spy-vs-spy combat that might result. Things discovered: hidden units, disguised units, other spies, what is being constructed, military units available. If hidden or disguised units are discovered, their true form will be visible only to you, and no notification of this is given to the enemy. Available to: Bandits, Partisans, Spies. |
| Rob Caravan | A passive ability that is always active on Bandits. If an enemy caravan through a square a Bandit is occupying, he will attempt to steal 25%-35% of the gold it is carrying. After a successful theft, this ability has a 6 turn recovery time. Available to: Bandits. |
| Sabotage Military | Attempts to destroy stockpiled supplies at military buildings, reducing their ability to produce troops. As supply levels fall, it becomes increasingly difficult to plant additional sabotage. With enough attempts, a building can be reduced to 0 troops. Available to: Partisans. |
| Stealth Upgrade | Upgrades a building without displaying the construction tile to the enemy. This diguise lasts until it comes under an enemy Investigation or the building is attacked. Available to: Spies. |
| Combine | Combines two groups of same-type units into a single group. Groups to be combined must be in the same square. Combining units is free. Available to: All units with another unit of the same type in the same square. |
| Repair | Repairs combat damage inflicted on buildings. Damage impairs building function, reduces damage and output. Repairing is the same as re-buying the building in 10% increments. Available to: All damaged buildings. |
| Split | Splits a unit into two smaller groups composed of identical units. Splitting a unit is free. Available to: All units with more than one member. |
| Attack | Commands the unit to attack a neighboring tile. Available to: All melee units with Offense greater than zero. |
| Bombard | Commands the unit to execute a ranged attack on the target square. Available to: all ranged units, Stockade, Fort, Fortress. |

Defensive Fire | Invokes the defensive capabilities of the City on nearby enemy units. Available to: Settlement, Town, City. |
| Move | Commands the unit to move from one square to another. Available to: all Units. |
| Raze Building | Destroys a building or construction you have control over. Razing initial construction will refund resources. Available to: all Buildings, Construction. |
| Rename | Allows the user to name the unit. Available to: all Units, Buildings. |
| Set Route | Plots the route for a Caravan to follow. Available to: Caravans. |
| View Production | Displays the production of the building or Worker on the screen. Available to: all producers. |
